'Influence zones' proposed near metro rail stations

If Hyderabad Metropolitan Development Authority's plans materialise, only high-rise buildings with minimum 40 metre height will be encouraged in 'influence zones' (an area in a radius of 300 to 800 metres) around metro rail and MMTS stations soon. Also, mixed land use, where property developers can exploit real estate for commercial, residential, recreational and other purposes, will be allowed in these zones.

The HMDA has prepared development regulations (building rules) for 19 proposed influence zones in the city. The authority has already decided to promote Transit Oriented Development (TOD) around the metro rail stations. To take it further, the development regulations have been formulated by the HMDA.

Officials said the influence zones would focus on all-round development. In the influence zones, commercial space, budget hotels, coffee shops, day-care facilities, restaurants, service apartments, hospitals, cyber cafes, health clubs, entertainment centres apart from residential purpose would be allowed. Banquet halls, car showrooms, bus depots, electrical sub-station and automobile repair shops would not be permitted in the zones.

ANDHRA PRADESH INFORMATION TECHNOLOGY INVESTMENT REGION (AP ITIR)

To promote investment in Information Technology (IT), Information Technology enabled services (ITES) and electronic hardware manufacturing (EHM) units, the Government of India has envisaged a transparent and an investment friendly policy for setting up Information Technology Investment Regions (ITIRs) – a Gazette notification dated 28.05.2008 published a policy resolution for setting up of ITIRs.

There has been an increasing recognition of the importance of policy initiatives, enabling legislation and conducive regulatory environment in facilitating growth of economic activity. The Information Technology Investment Regions (ITIRs) is such an initiative being encouraged by the Government of India – different states are at various stages of planning these investment regions.

Based on the policy guidelines of the central government, the government of Andhra Pradesh (GoAP) had notified Information Technology and Communications (IT&C) department as the nodal department for ITIR development in Andhra Pradesh. IT&C department had prepared and submitted a detailed Project Proposal for approval to the central government in January 2010. The Andhra Pradesh ITIR proposal was then presented to a High Powered Committee (HPC) at the GoI level, in August 2012, for final approval. The HPC has recommended AP ITIR for In-Principle approval and suggested that a Detailed Project Report (DPR) shall be submitted for Final Approval from Cabinet Committee for Economic Affairs (CCEA).

Two years after the Andhra Pradesh State government sent its proposal for ITIR and clarified to the observations made by ministries concerned such as Information Technology, Commerce, Industries, Railways, Finance and Environment etc., the High-Powered Committee (HPC) headed by Union Cabinet Secretary recommended in-principle approval to the APITIR project in August 2012. In September 2013, the Cabinet Committee on Economic Affairs(CCEA), chaired by Prime Minister Manmohan Singh, approved ITIR near Hyderabad subject to certain conditions.

Project developer BDL's turnover would go from Rs 1,000 crore to Rs 5,000 crore once production begins at the surface-to-air missile defence project unit at Ibrahimpatnam. The new unit will create 1,000 officer-level jobs and Pallam Raju said that manpower from educational institutions should be churned out as per industry requirements to enable the local population to benefit from the project and find employment at the unit.

Hyderabad’s strength is IT

The Telangana region will have to continue to bank on Hyderabad and its growth to achieve economic sustainability.

The city which is the bone of contention between the two regions, has already made a mark internationally thanks to the rapid growth of the IT industry.

The traditional strength of Hyderabad is the presence of several defence and public sector undertakings.

The recently-announced Information Technology Investment Region has raised the hopes of T-protagonists who believe that the project will take the capital to the next level in the international arena.

The Centre will fund the Rs 2.19 lakh crore for the ITIR, which would be spread over Gachibowli, Madhapur, Maheshwaram, Mamidipalli, Raviryal and Adibatla in the south and Uppal and Pocharam areas.

The unfinished semi-conductor hub, Fab City, in Maheshwaram will also be included under the ITIR. The hub will be developed over a period of 30 years in two phases with the first phase ending after five years.

According to the government, Information Technology/Information Technology Enabled Services (ITeS) is expected to attract an investment of about Rs 1.18 lakh crore while the Electronics Hardware Manufacturing sector would attract Rs 1.01 lakh crore worth of investment.

TCS likely to open largest delivery centre in Hyderabad next fiscal

India's leading software firm Tata Consultancy Services is likely to open its largest delivery centre at Adibatla here by early next fiscal.

Executive Vice President and Global Head-HR Ajoyendra Mukherjee said the centre will accommodate 26,000 employees. He refused, however, to divulge the investment that is going into the setting up of the centre.

TCS expects 23,000 new employees to join the firm by the end of the current fiscal, he said.

"Today we have over 24,000 people working here spread across multiple delivery locations in Hyderabad. We are building a new complex in Adibatla which is on 79 acres and which will have 26,000 seats. It is something early next financial year we should be able to start our operations in that facility," Mukherjee told PTI.

Company sources said meanwhile that the centre would be TCS' single largest faculty at a single location.

On the recruitment process, Mukherjee said as many as 27,000 people have joined TCS so far in the current fiscal and another 23,000 are expected to join the Q3 and Q4.

Adibatla emerges as third IT cluster

The buzz among the real estate community as well as investors in recent times is about Adibatla. The excitement is palpable after IT giant Tata Consultancy Services (TCS) started its project construction activities there, a year-and-a-half ago. Though the Tata Lockheed Martin Helicopter factory was the first to go into construction at Adibatla, it didn’t create the sort of noise that the TCS has created. The reason is not hard to decipher. While all the aerospace projects put together may hardly create 2500 jobs, TCS is building its largest single block office space in India, designed to accommodate more than 25,000 IT professionals.

Ajoyendra Mukherjee, executive vice-president and global head-HR, TCS, said that about 23,000 new employees were expected to join the firm by the end of this current fiscal. The first batch of 5000 TCS employees might start moving in at its brand new office from April.

Over and above, Cognizant has engaged construction powerhouse L&T, to build a campus housing 15000 software engineers, right across the TCS campus.

In the first week of this month, state IT minister Ponnala Lakshmaiah also reviewed the widening of roads and the supply of water at Adibatla.

ITsAP Seeks another IT District Like Cyberabad

The IT and ITES Industry Association of Andhra Pradesh (ITsAP) on Thursday submitted a long list of suggestions for accelerated growth of the Information Technology and IT Enabled Services in Andhra Pradesh and Telangana, to all major political parties in the run up for the ensuing elections.

Further, it has appealed to the successive governments of the two states to create another IT district like Cyberabad to help stimulate growth of the industry.

ITsAP has urged the government to speed up infrastructure development projects such as Metro Rail, Special Purpose Business Zone, inter-connectivity of IT clusters such as Hitec City-Pocharam, Hitec City-Shamshabad/Adibatla IT cluster, etc.

According to V Rajanna, president of ITsAP, the industry wants the government to declare IT district a high security zone and provide Rs 50 crore one-time investment to strengthen security and other infrastructure to address the security concerns of IT and ITeS sector.

“We want government to strengthen the industrial area local authority (IOLA) with industry representation something similar to Cherlapally model to resolve many issues towards zero power cut for the IT industry and others,” he noted. Further, he said that industry recommended the formulation of preferential policies, incentives for startups, incubation centres, tax benefits, etc.

“A new scheme to reimburse taxes paid by SMEs that have turnovers up to Rs 10 to 50 cr could be planned. Also, the industry wants the government to revise its stand on VAT, improved frequency of airline services, and construction of airports in tier II cities,’’ added Rajanna.

The president of ITsAP also recommended to create an apprenticeship/training programme that links the industry and colleges with a government supported incentive programme to improve employability of the third and fourth year BTech and MTech students.

Also, it has recommended setting up of a 24x7 chief minister grievance cell by leveraging technology.
